NPHQ 2009 National Achievement Award Goes to Utah
Design-Build Project Improves Safety, Efficiency, Highway Life for Drivers of Today and TomorrowAustin, TX/November 3, 2009 - The National Partnership for Highway Quality (NPHQ) has awarded its highest honor, the National Achievement Award, to the Utah Department of Transportation for its I'15 New Ogden Weber Expansion (NOW) project.
Utah demonstrated innovation in utilizing the design-build process on a complex, 9.5 mile interstate reconstruction project that included the addition of both travel and auxiliary lanes with new asphalt pavement, the replacement of twenty-four precast concrete and steel girder bridges, complete reconstruction of three traffic interchanges (TI) and associated cross streets, new traffic signals and lighting at the reconstructed TIs, precast noise walls, new roadway signing and the new Automated Traffic Management System (ATMS) with communication to the Salt Lake Traffic Operations Center.
"I-15 NOW should be used as a model for future Interstate rebuilds," said NPHQ Executive Director Bob Templeton. "Utah has demonstrated a commitment to quality, innovation and customer satisfaction that will serve as the hallmark for future endeavors."
The announcement was made in Austin, Texas, by NPHQ, a partnership among federal, state and roadway industry leaders and officials that promotes highway quality, safety and service to the highway user.

National Achievement Award
Utah Department of Transportation (UDOT); Weber County Constructors, a joint venture between Granite Construction and Ralph L. Wadsworth; and Michael Baker, JR. for the I-15 New Ogden Weber Expansion (NOW) project.
Special Recognition of a Major Structures Project
The Pennsylvania Department of Transportation (PennDOT); PennDOT Engineering District 11-0; McTish, Kunkel & Associates; Joseph B. Fay Company; and Wilbur Smith Associates for the Boulevard of The Allies project.
Special Recognition of a Small Project
North Carolina Department of Transportation (NCDOT); Carolina Bridge Company, Inc.; Mulkey, Inc.; and Simpson Engineers & Associates, P.C.; for the NC 12: Bridges on Ocracoke project.
Platinum Level Winner
Maine Department of Transportation (Maine DOT) and Pike Industries for the I-295 Southbound Rehabilitation project.
Gold Level Winners
Executive Director's Commendation Award
New Mexico Department of Transportation (NMDOT) and Nielsons Skanska Inc for the US 64 Dulce to Lumberton project.
The NPHQ National Achievement Awards recognize overall project quality, the partnership between State departments of transportation and private contractors; technical and materials innovations; the effectiveness and creativity of public involvement; the teams' effectiveness in meeting or exceeding expected deadlines, costs and deliverables; responsiveness to environmental needs and opportunities; and adherence to other principles of quality management.
NPHQ is a national coalition of public highway agencies, industry organizations and private firms founded in 1992 as the National Quality Initiative. For more than 15 years, NPHQ continues to be the only National program that brings Federal, State and Municipal highway agencies and private industry together to combine their expertise and to cooperatively lead the advancement in highway quality, safety and service to the highway users.
