Cracks in the Pavement

This is the inaugural article for this new page in NPHQ's web site. It is entitled, "Cracks in the Pavement -- Issues in Today's Workforce that Affect Highway Quality," and was written by Jim Kissane-Fellow of RedVector.com, Inc. The purpose of this paper is to help State DOT leadership and industry firm CEOs and managers understand how highway quality is being negatively impacted by the growing gap between the workforce required to build and maintain safe and efficient roadways and the agency and contractor workforce practices being employed today.
